Noah W. Wilcox
President and Chief Executive Officer; Chairman
Noah is the fourth generation of the Wilcox family to lead the bank. Noah has served both the local community and the banking industry in numerous volunteer leadership positions. Recently, Noah currently serves as vice chairman of the Independent Community Bankers of America® (ICBA) for 2018-19 and serves on the board of the Reif Performing Arts Center. He is past chairman of TCM Bank N.A. in Tampa, Florida and past chairman of ICBA Bancard in Washington D.C. Noah’s previous community leadership includes seven years of service as a director to the Grand Rapids Area Community Foundation, including his term as chairman, 6 years as a director for the Itasca County Family YMCA, including his term as chairman, has served as a past advisor to the Itasca Economic Development Authority and as a director and past president of the Ruffed Grouse Society, Grand Rapids Chapter. On a state level and nationally, Noah’s service includes elected service on the board of the Independent Community Bankers of America including service on the executive committee of the association and most recently elected as vice chairman of the executive committee, a national association for community banks. Noah also serves as a director for the Independent Community Bankers of Minnesota, including his term as chairman and has done so since 2007. All of this delivers on his belief that community bankers have a civic duty to be proactive participants in the communities they serve as well as the industry they are involved in. Noah is a graduate of the University of St. Thomas and the University of Wisconsin – Madison’s Graduate School of Banking. Noah and Julie have five daughters between them ranging in ages from 17 to 13 and reside in Cohasset, MN.
Steven M. Wilcox
Steven initiated his association with Grand Rapids State Bank as a student in 1964. After graduating from St. John’s University, Collegeville, MN, his full time work status began in June 1971. He currently serves as President of the bank holding company, Wilcox Bancshares, Inc. Steven has served in various industry and community leadership posts over his 40 year career. In 2007, he was named "Banker of the Year" by Northwestern Financial Review.
Nicholas S. Wilcox
Nicholas S. Wilcox, Assistant Vice President, Operations of Minnesota Lakes Bank (MNLB), has been elected to the Grand Rapids State Bank board of directors, effective June 21, 2018. Although Nicholas has had a lifelong family affiliation with Grand Rapids State Bank (GRSB), he officially joined the organization in 2014 during the bank’s Centennial year. Nicholas joins his brother Noah, chairman of the board, as a fourth generation member of the family to be a director for GRSB. Nicholas worked with the credit department as a Credit Analyst for GRSB before the September 2014 acquisition of Crow River State Bank (CRSB) by Wilcox Bancshares Inc. After the purchase and successful rebranding of CRSB to MNLB, Nicholas worked to help embed the GRSB credit culture, processes and procedures into the MNLB credit department. Since then, Nicholas has been instrumental aligning credit and operating functions at MNLB. Nicholas has worked alongside MNLB’s Chief Operating Officer, Angela Heying, to bring the bank up to date with the latest technology with features like business ebanking, remote deposit, mobile banking and business and consumer credit cards. Nicholas is a board member of Wilcox Bancshares Inc. and is a member of MNLB’s Asset & Liability Committee. He is also a member of the Federal Reserve’s Retail Payments Customer Advisory Group. Nicholas holds bachelor’s degrees in Finance and Accounting from the University of Minnesota Duluth.
Steven H. Burggraf

Steven Burggraf joined the Grand Rapids State Bank board of directors in April 2012. A graduate of the University of Minnesota, he earned a degree in Small Business Management and Sales and Marketing. Steve brings experience in business management in northern Minnesota: he is a co-owner of four Ace Hardware stores, including Burggraf's Ace Hardware and Paint Company in Grand Rapids, since 1989. Steve has been a Grand Rapids resident since 1989, and is active in several business and community organizations. He is the current Ace Hardware Dealer Group Leader for the Northern Minnesota Group; a member of the BAD (Big Ace Dealers); and a director of the Grand Rapids Area Community Foundation. Steve also owns the Grand Rapids Ground Round and eight Verizon Wireless stores in northern Minnesota.
Stephen M. Welliver

Stephen Welliver is a well respected businessman and principal of Wellson Group, Inc. Steve has served Grand Rapids State Bank in the capacity as a director since 1996. A graduate of the University of St. Thomas - Finance and the University of Minnesota - Minneapolis College of Forestry, Steve has an excellent background in this area's chief economic business - forest products. Steve currently serves as President of the City of Grand Rapids Public Utilities Board. A lifelong resident of Grand Rapids, he has been an active volunteer with youth coaching and has served on many boards, and in leadership roles, locally and nationally.
Shelly D. Steere
Chief Financial Officer, Chief Operating Officer & Executive Vice President
Shelly joined GRSB in 1990 and has held numerous staff and supervisory positions throughout the bank. She is currently Chief Financial Officer, Chief Operating Officer and an Executive Vice President. She holds a bachelor’s degree in finance from the University of Minnesota's Carlson School of Management and a master’s degree in management from the College of St. Scholastica. Shelly is a graduate of the Graduate School of Banking's Senior Management Program. She is a 2007 recipient of Finance and Commerce's Top Women in Finance and a 2008 recipient of NorthWestern Financial Review's Outstanding Women in Banking. Shelly served on the St. Joseph’s Catholic Elementary School Board for six years, serving two years as the Chair; and also served on the board of directors of Grand Itasca Clinic & Hospital for seven years, while chairing their Finance Committee for six years. In January of 2013, Shelly was elected to the Independent Community Bankers of Minnesota Board of Directors where she continues to serve. She is active in other community and civic organizations.
